1.8 million-square foot regional enclosed retail mall, including 200 acres of additional land Named "Best Enclosed Mall" by Mall Monitor in 1991; received two environmental graphics awards from the Society of Environmental Graphic Design, (SEGD) -1992.

Steve spearheaded the successful completion - on time and saving $4 million in construction costs - of this 2.2 million-square foot specialty regional enclosed mall in the Chicago metropolitan area.

  1. Successfully negotiated the annexation agreement, sales tax-sharing agreement in the amount of $17.5 million, and all utility agreements including regional ComED electric substation, relocation of high-transmission electrical towers, and extension of the North Shore Sanitary District. Major improvements included those to I-294 and Rt. 132 interchange, and all surrounding roads. Obtained all approvals for the mitigation and creation of 56 acres of wetlands.
  2. Managed marketing and branding.
  3. Lead the team that in 1997 re-merchandised and repositioned the Gurnee Mills property successfully negotiating an increase in the existing sales tax-sharing program with the Village of Gurnee. , Added new anchors including Marcus Theaters, Bass Pro Shops, Sears Grand, Circuit City. Relocated Saks Off 5th implemented new signage program and main entry design.
